I breezed over all the post, but a big factors is the type of members you are recruiting. Do your officers want a big guild? Are they doing what it takes to get your guild name out there and find quality members. If nobody knows who you are, then nobody will find you. Same goes for if every knows who you are then everybody will find you.

Still what I was saying is that once your officers and core members set into their 'grain' or habits of guild and game play you don't stand much chance of changing that (just short of kicking them all and starting over).

I think LaZy is at the cap of 1000 members at the moment. Or at least I recall seeing a post about it.

Like others have said, quality over quantity counts in the long run. What is most vital is that you have hardworking, mature and caring officers who'll be willing to sit out even the toughest times in the guild (such as guild dramas, problems with alliance etc), and a lot of times these officers might not be among the most popular in the guild, but the ones who're the most long lasting and constant. Then you should make sure that your entire leadership council is one that is strong, and communication is good. Always ask the opinions of your officers, as well as your members.

Make sure everyone knows that they have a part to play in the guild, and create events for guildies to socialize and make new friends. It'll help very much the next time they're tempted to leave, that they'd left a part of their heart in your guild, and would remain, even if it's just out of sentimentalism.

As a guild leader/officer, make it a point to get to know members, remember their names, real life names, favourite professions, favourite things to do in-game, events occurring in their real life - if a guy broke his leg, disappeared for a week and came back, the fact that you remembered that and asked him how he is would surely make a big difference in his opinion towards you vs other guild leaders.

Once you get all this set up, people will naturally wanna join your guild, remain, and get their friends in too.
